Sheet SMS has a free plan which allows you to send SMS from a Google Spreadsheet using your phone. All the messages are sent from your phone as usual messages and the price you pay is the one from your cell phone carrier.
There is also a premium plan to send messages directly from the spreadsheet. In order to go premium, you can buy credits on your account page.
Sheet SMS should work in all countries. For the free version, your phone send the message so you should write the prefix for international number and for local number you can write it as you would write it directly on your phone.

In order to use the free version you can install the add-on from the G-suite marketplace and enable it on your Google Sheet.
You will then have access to the formulas =SENDSMS which allows you to synchronise messages from the spreadsheet with your mobile application.
You need to install the mobile application on your phone (available here : https://play.google.com/store/apps/details?id=io.sheetsms&hl=en ) and you should be able to send messages.
